Introduction:

During election campaign Modi told his wish and ambitions and people of India listened to these and became permanent sympathizer to it. They compare last ten years rule of perennial failure of UPA with a brilliant performance of Modi’s Gujarat model. It is a complete winner of a reformist over socialistic principles. People have voted out a socialistic government at the center after realizing its failure to cope with different crucial parameters that relate directly to daily lives of people in general. They have seen Modi’s Gujarat model for the last 12 years and have realized how much of a state can grow and it shows how a country can become if such reformist principles can be successfully implemented at Center. Modi born and brought up in a poor family has seen and realize real difficulties of the common-man. He believes in economic reform, hard work, thrift and upward social-mobility. He believes in united India and he wants to develop whole of India spreading in every nuke and corner of society. 

Social-fabianism: 

UPA government led by Rahul Gandhi believes in social welfare model which depends to a large extent on populism, social and economic subsidies, social security programs, food securities and other giveaways. If all these policies are expected to be carefully compared all leads to one direction of giveaways. In the recently concluded assembly election of Rajasthan, Congress routed completely. Their chief minister giveaways everything to people in free of charge yet, surprising people have overwhelmingly voted his party out of power. This is due to the fact that people want the overall development. Such freebies can fulfill their wants in the present time, but it will not guarantee their future. They wish to see the dream of hope for betterment of the future and they find the hope construed from speeches of Modi during election campaign seemed to have the same overtone and justification which they are dreaming of. Congress is still running with the concept of social-fabianism started by the first Prime Minister of India Pundit Jawaharlal Nehru. There is abundant water passed in the Ganges since then. During independent India was a poor country, but now it is developing country having a capacity of going forward and reaching at the same level of some of the best of worlds.

Modi is reformist, pro-market, pro-business and creates economic reforms with greater openness and transparency of foreign capital except in the retail sector. He had announced to create employment and build infrastructure all over India in order to create inclusive development and sustainable upgradation at each nuke and corner of India. Rahul had earlier promised to create an inclusive India by empowering minorities and marginalized. Modi’s vision of a new Bharat is to build 100 new cities all over India with IIT (Indian Institute of Technology) and AIIMS (All India Institute of Medical Science) in each city. He likes to speak about a blue print of industrial and manufacturing revolution through the development of spreading all across India homogeneously. He seeks views on what should have happened and try to see what are the achievements of past government that can be continued and improved upon through proper management decision making. For UPA idea of economy was from the ideas of Nobel laureate Professor Amartya Sen and for BJP and Modi it was from Colombian based MIT professor the free trade advocate Jagdish Bhagwati. Modi owes its root to RSS (Rashtriya Swayamsevak Sangh). RSS is a social organization and work relentlessly for the betterment of people of India. It considers India as a great country with a long tradition. Modi believes in undivided India based on nationalism, patriotism and social conservatism. Social conservatism is a theological orientation advocating the preservation of the best in society and opposing radical changes. It believes in preserving social ethos and long drawn cultural traditions that have been the hallmark of Indian society. Congress idea of India constitutes coexistence of secularism, socialism and social liberalism. It firmly believes in political orientation that favors social progress by reform and by changing laws rather than by revolution. 

This election is only a matter of hope versus despair: 

People of India see hope with Modi and overwhelmingly rejected despair and depressions of ten years of past UPA rules. People want to see their betterment of the future and want development irrespective of cast, creed and politics. In the recently conclude the general election of India, these two stories of hopes and despair underwent additions, deletions and interpolations. These two contrasting stories of Modi and Rahul Gandhi were received by the people of India and they meet it in the perspective of future and past. In the last ten years of UPA rule, people are twisting in pessimism, despair, agony, and disposition and baffled with corruption, policy paralysis, and indecisiveness. In sharp contrast, Modi offered dream, hope, aspiration, happiness, optimism and expectations of a better future. People believed in his words as it is evident from election results due to his super success in implementing Gujarat model in Gujarat. This election is more than a matter of futuristic promises of Modi versus defensive incitements relating past governance of Rahul Gandhi. It seems angry voters cutting across boundaries of caste, race, religion and gender support Modi collectively to articulate their wrath against so called anti-people government.

The mandate of BJP under competent leadership of Narendra Modi proves to be a miracle and unprecedented. A party with two seats in the early part of 1980s is in the process of the most popular party of India. On its own, it crosses the halfway mark and won seats all across India beginning from Ladakh to Kanyakumari and from Nagaland to Andaman Nicobar islands. Vote share of the BJP is now over 31 percentages with over 17 cores of voters voted for this party. It is unprecedented for a non-Congress party to receive votes from some astronomical amounts. Never before a non-Congress has party received so much support all across India post-independence. On the contrary, Congress is marginalized and decimated to two digit numbers. Its worst performance since independence and it is still in the shock and awe from the jolt given to this party by voters of this wonderful country. BJP has 19 percentages of votes in 2009 and now it has 32 percentages of votes all across India. It is a 13 percentages positive swings, which are a record swing of any national party on India since independence. During former NDA government of 1999 under former prime minister of India Atal Bihari Vajpayee, vote share of the BJP was 26 percentages. It has improved six percentages from its idiosyncratic best benchmark. It is impossible to mean achievement for a political party which is considered limited to the Hindi heartland of north India. 

From 'no government' to 'no opposition':

Performance of Congress is completely opposite. In 2009 they have 26 percentages of voting shares and now they have 19 percentages of all Indian vote share. It has negative swing of seven percentages of voting shares. Congress’s own personal best is 48 percentages of voting shares in 1984 and now it has come to a stage where it is competing with regional parties of Tamil Nadu and West Bengal for leader of the opposition post. In principle opposition party should have ten percentages of Lower House seats. Congress gets 44 seats which are ten seats lower than the designated leader of opposition rank. Then, speaker of Lok Sabha can designate any member from opposition ranks as a leader of opposition. Even after emergency Congress was able to secure more than 100 seats, but now it is feeling deeply in double digits. The historic Leviathan had been reduced to a double marginal digital player and unable to open an account in ten states. BJP has found a way out of obscure anonymity in 1984 to reach epitaph of success in 2014. It is a massive mandate for Modi and BJP with plenty of hopes overloaded with preferential development. After this election, there is a paradigm shift of Indian polity from “no government” to “no opposition”. In social medial there is a cracker line for Congress is that its tally is sufficient to form “WhatsApp- group”. This mandate successfully reversed perceived sense of pessimism, guarantees greater responsibility and created a gibbosity of hope and positive optimism. This is a decisive mandate which leaves no room for coalition politics traits such as compromise, consensus-building. This mandate guarantees any time a government based on competitive experience and professional-expertise. India wants smart arrangements of administrative structure which wants to overthrow red-tapism and wants to see progress of development at its peak. 

With this massive mandate, challenges pose to the new government are gigantic in nature:

It needs ruthless reform and restructures of government departments to revive India’s growth. Price rise is directly connected to people and this new government should create an inflation index for individual states and accelerate reforms in freeing up farm-to-fork markets. Cracks down on hoarders and create an environment for acceleration of competitive market model in different states. It will usher in a healthy competitive environment among states which will encourage marketing of goods and services. This will help in the reduction of price and create a sustainable environment for competitive market products. The government should reduce the gap between what it earns and what it spends in order to reduce fiscal deficit. It is the need of hour to make a smaller cabinet and reduce treasury expenditure by expediting decision making process by removing bottlenecks. Big chunks of large loans need to be dispersed within a year in order to reduce the financial burden on the country. With the advent of Modi, market is vibrant and investors are regaining confidence due to perceived advent of pro-market and pro-people prime minister. Government should capitalize on rising of Sensex to disinvest. Auction of enormous natural resources is another line of approach to raise revenues. The government must also review unexplained exemptions to industry and unanswerable low collection of a wealth tax. All aspects of revenue streams need to be considered and managed before taking healthy decisions of economic conditions.

Subsidy is a grant contributed by a government to an enterprise that benefits the public. Subsidy is unattainable. It is a different biggest item on the expenditure balance sheet. It is crucial to determine who is poor, how many are mediocre. Subsidy must be reaching too poor. UPA governments’ financial inclusion of the poor in connecting direct cash transfer was unable to grab attention due to lack of technical efficacies in determining proper poor. It needs excellent transmission of knowledge, technology and inward resources to identify genuine poor from amongst different classes of society. Modi has spoken about federalism, state cooperation, local development, decentralization of clearance regime and illegitimacy of permit raj for attending sustainable development all across India’s society. India is a developing country and it adds millions of people every year to work classes. Labor laws need to be revamped and simplified in order to create a competitive environment in manufacturing and services. Job creation can be created from economic inputs with correct proper political intent that should be based on proper deliverance of decision making processes. Modi can implement Gujarat model of development in India which empowers workers for training at their office and creates job satisfaction in terms of perks, salaries and advancements. In earlier times, workers used to skip the training process and worker unions think of Gujarat and these incline workers to cooperate with unions and government to make a congenial environment for work forces. This creates a congenial environment in working conditions and these results in job satisfaction and creation of newer jobs. 

The genius Narendra Modi: 

Oppositions and detractors are saying many absurd words for success of Modi and BJP in the recently concluded general election. But in reality, as a political analyst and thinker one can find Modi’s organizational genius, spectacular campaign and sophisticated public relations have yearned change of minds of people of India. Many are calling it Modi’s wave that compels voters of India to come out from their home and cast their vote. Voting percentages of this election are highest among all time voting percentages. This goes on to show, people find it really inspirational to vote for a person who has charismatic leadership and they hope he will drive the nation forward towards a brilliant future. Narendra Modi is a master strategist, the most gifted orator encapsulates the imagination of millions of people who which voted massively to come back them into power. Rush of scandals in ten years of UPA rule coupled with a culture of sycophancy and ignorance offended sensitive people of India. Change has come. It is a meaningful change which blows away previous government. Former prime minister Manmohan Singh aims for growth and development so as current prime minister designate Narendra Modi. People are looking for real world for real issues which are meant for real people. They are tired of government run schemes and slogans which not only failed to stop inflation but also become a silent spectator of huge corruption issues. Modi has created imagination. He has a mandate and freedom to perform and fulfill the wishes and hopes he has risen among citizens during exhaustive campaigns.

The European Union recently banned alphonso mango. People found these mangoes contain flies. Now, these mangoes are also required for the Indian market without removing flies and other harmful creatures. Indian chilies are forbidden in South Arabia. Indian prawns are denied by developed countries. All these are diverted to the Indian market without considering adequate safeguards. Modi should create designate authorities which will look into these issues of civilizing the country like India to safeguard the health of citizens. A proper mechanism to investigate adulteration and safeguard health of Indian people will enable Indian companies to observe safe marketing practices that will pave the way for good transmission of supply chain management. 

Modi gives a very clear-headed truly inspired leadership:

Foreign government eventually banned endosulfan but previous government still considering research on this harmful pesticide. This shows how the UPA government is averse to health issues of common people. New government should observe and carefully ban pesticides in order to create a healthier environment for agricultural production. India is the dream land of worldwide pressure groups. Last local factory of endosulfan is closed in the US, but they are lobbying for wide scale distribution of these pesticides in far and wide corner of India. Prime Minister Modi should carefully look at all these shameful impacts of life which the previous government has failed to ban ignoring public outcry. Modi’s victory granted an aura of invincibility to the BJP government and empowers it to implement popular policy issues in wide scale through different spectrum of Indian society. During campaigning UPA is saying far and wide as this election is all about fighting among ideologies. In fact, real statistics after poll suggest it is all but Modi’s wave which has proved tsunami for most of new opposition parties. During campaigning, most leaders and journalists could not connect to the ideas of India which they have decided to vote for. It is one of the most decisive mandate since 1984 victories of Rajiv Gandhi. Modi believes in unconventional administrative structure, abolition of existing elite administrators. He is presenting an alternative idea of India. He is slowly moving away from pulverized cellulose politician with an elite mindset. This verdict is against divisive Secularism (pseudo-secularism) and crony capitalism. 

Indian people have given abundant numbers to Narendra Modi. Modi has always been putting emphasis on “minimum government with maximum performance”. It is time to implement such swift measures which are unprecedented and gigantic in nature. The rule says that the prime minister can have maximum 15 percentages of membership from both the houses of Parliament. Prime minister can have maximum 80 ministers in his cabinet. Narendra Modi should look for a minimum size of the cabinet to go for a complete automation of the decision making process. He should implement Gujarat Model of administration which creates a single consortium consists of professional secretaries who can coordinate and accelerate decision making process. These consortiums will remove bottlenecks and clear projects within the shortest span of time. For the last 20 years, Prime Ministers have been distributing various portfolios to different pressure groups to sustain over difficulties arising out from coalition government. It not only creates a heavy burden on the exchequer but also it creates red tapism and various decision bottlenecks which ultimately stop progress of nation. It disheartens foreign institutional investors (FII) to a large extent due to dalliance of project approval. Hands of government of the last 20 years are bound with tensions of coalition politics. For the first time after 1984, a single party have a majority and this can expedite the decision making processes. According to some estimates, each minister costs exchequer ten crore yearly. It is essential to reduce the size of a number of ministries. Railways, surface transport and civil aviation ministries should be integrated into a single ministry. These can expedite decision making and development ambitions. Functions of these three departments are interconnected. There is no need for separate ministries. Functions of corporate affairs and finance are same and these two ministries should be merged into one ministry. Multiple departments delay the decision making process. Complete autonomy should be given to each ministry for attendance of fully functional work. In the world India’s bureaucracy is famous for red tapism and incompetence. Narendra Modi have ordered all secretaries to present their achievements in the last five years and from these presentations it is expected he would be choosing appropriate professional secretaries who excel in their work.

New prime minister of India, Mr. Narendra Modi is known for his integrity: 

In the past, such large number of secretaries was only doing push paper works and creating lucrative post-retirement jobs for them. Many of these secretaries are being alleged to work for specific business interests while on duty and after retirement they receive high-salaried jobs from those distinctive business houses. In this way, their decision making is being scuttled in and this creates space for corruption, inefficiency, bad governance.  Work ethics should scrap such posts of secretaries immediately after his swearing in ceremony as Prime Minister of India. For the last 20 years, India is reeling under deep divisive politics of fake secularism which many a time crosses the line of sensitivity and seriousness. Various theologians call it as pseudo-secularism. When roads are built, industries are made and jobs are generated all these are not for specific groups of citizens. These are for the entire mass of people and this is the hallmark of social harmony which comes from Gujarat Model of development. It builds people’s confidence and removes economic constraints and improves social and public life of all citizens. Prime Minister Narendra Modi, everywhere announces that he would be working for 125 crores of Indian people. Genuine secularism is the order of the day when we consider creating a long term civilization such as India. Many theologians feel Bharat is obliterated among neglecting India. In this way, every part of Bharat come to the forefront and put forwards its journey towards a successful and comprehensive developed India. 

Rural healthcare and sanitation are a great problem. Most of rural India is reeling under abject poverty. Lack of knowledge makes them vulnerable to advancement of proper health care and sanitation services. New Prime Minister of India should introduce clean and effective rural health care by opening many governments of hospitals in rural India as well as introduce quality education for building a better future for future generations of India. India is predominantly a rural nation. Large chunk of people are living in rural India. They are depriving of basic amenities of health care and quality education. In the past, there were many token reforms for encouraging students to reach to school. These include awarding them free uniforms, foods and so on. This makes students rush to schools, but they reach them for food and dress not for education. New Prime Minister of India should ensure the school going children must have a quality education. Education sharpens the mind and creates a newer thought processes. In the last 12 years, due to efforts from government and minister’s dropout rates of girl student reduction from 35 percentages to two percentages. Most of times for years, secretaries and ministers stays inside the village and unite villagers and parents to send their child to school. This creates decisive connections of government with people. People realize the potential of education and encourage by insistence of people of government. A direct connection of government with people is necessary. This sends proper signals to parents and they send their child to quality education. For this, it is necessary to build a quality educational institution in rural areas. In Gujarat, government provides infrastructure to investors and they build quality educational institutions and clean and effective health care.

Diplomatic ethics that put India’s first and advantageous positions among all the other nations:

Recently, Prime Minister designate Narendra Modi invited all leaders of South Asian countries to his swearing-in ceremony. It is a wonderful gesture to call these neighboring country heads and create congenital relationships from among them. Recently, government newspaper of China quoted as administration of Narendra Modi is similar to Chinese administration. This goes on to show. China also wants to work closely with India. Modi during election campaigning announced that working with China should be on merit to merit basis and there should not be any such fearful element hiding inside these relationships. Make India a global power like China, Japan or South Korea and not subservient to United States and European Union. In short, new government should prepare a level playing field for its strategy to work enormously around neighboring countries. It is the one to one partnerships in business management and development that can create a sustainable environment for people to people contact and contact of business to business in South Asian countries. Jammu and Kashmir (J&K) has been more damaging issues for all governments of India. This issue is still lingering on. People in J&K have given Narendra Modi three Member of Parliament out of six and it seems they are in favor of a peaceful resolution. In a sense, they have provided you with the legitimate power for the creation of a sustainable environment to start the process of full integration of the state with India. 

India has fewer cities and most of these cities are now congested with large scale of people from around different nearby rural areas. India is essentially a rural country. Narendra Modi should create 50 more cities so that bigger cities can be saved up from large scale moving population, pollution and overburden from different strata of society. The government of India should make life of rural India better with availability of all basic amenities and conveniences. Modi’s model of development is to move forward villages to create newer cities and creating many such opportunities for people nearby their households. It takes such feeling of inclusive development and comprehensive coexistence of people from all strata of society. Bullet trains and development of information technology can touch every village to create space for sustainable development and create basic amenities for people of India. Bullet trains, availability of basic amenities and education are the real asset of India and a new government should look forward to developing all these aspects of life in order to create a new India. Modi always stress the need for better Bharat than a modern India. 

Challenges before new prime minister: 

While writing this article, in a matter of days there will be a new government led by Narendra Modi at the center. This will be a strong government led by a popular leader Narendra Modi with a Herculean task to remove rampant corruption, spiraling prices resulting out of rise of inflation, policy paralysis. Of course there is no hard and fast rule to end all these menaces all at a time but the country is headed by visionary leadership of prime minister designate Narendra Modi, who has delivered in all fronts in Gujarat for over 12 years and have been instrumental in keeping high percentages of growth even in times of economic distress felt by India at center in last ten years. Emergence of AAP against anti-graft measures and offering freebies to the citizens of Delhi has short stayed and unable to deliver on promises given to people of Delhi. BJP chooses versatile leader Narendra Modi as prime minister-candidate for this election who has huge success and development regime being followed and praised worldwide. When he speaks of development and creating of a new India, people of India believe in his talk as he has delivered already in different administrative positions. Under the hood of crony capitalism hoarders is hand in glove with certain sectors of government to create a monopoly market. First and foremost challenge of Narendra Modi as prime minister of India would be controlled and destruct series of crony capitalist players from the market and remove hoardings and punish wrong doers so as to control inflation and stop spiraling prices of essential goods and services in the market. There are huge expectations from people of India over performance of the new government.

First and foremost task of Modi to restore faith of minorities by creating communal harmony among all segments of society. There should be zero-tolerance to any form of community and past disturbances. Miscreants should be punished immediately irrespective of their political affiliations. According to the Constitution of India, subject to law and order is a state subject. On the spot administrative machinery must handle a riot-like situation irrespective of state and center. There are numerous provisions in the Constitution of India which empowers center to act upon certain perceived acts of riot immediately overriding power and administrative machinery of the states. In all these cases, an active center with the principles of federalism can initiate dialogue with chief ministers. During election campaigning, he stresses on the principles of federalism by creating a consortium of chief ministers and prime minister in running this great country. When all stake-holders of constitutional units to function as messenger of development, whole lot talk about secularism, left, right and center goes awry. A trained force should be located at separate node point of state and they should be reaching to riot hit areas within three to six hours. They should not be there waiting for orders from state or center. District governmental officials must be given freedom to direct and take action whenever such riot like incident resurfaces. Modi has promised to make India a safer place for all people irrespective of cast, creed, and religion. The cooperation of states must be sought and if any state tries to ignore basic principles of the constitution, there are many acts of the Constitution which empower the center to act ignoring commands of state government. Modi has promised real inclusive development across all sorts of people and there are hopes and wishes which people have been celebrating in anticipation of a better future.

How to immediately stop riots: 

The state has a rapid action force and the center should construct and build anti-riot forces in order to suppress signs of riots irrespective of political affiliations. Anti-riot forces should be deployed in various strategic zones of India and they should be reacting to these spots within three to six hours. In this way, such elements are curbed with an iron hand and disturbing elements should be suppressed mercilessly so that such ideas mitigate completely before they resurface. In the recent months, riot hit Muzaffarnagar and Assam are deeply affected due to delay in response time of district administration, state machinery and center. When center in coordination with states targets zero-tolerance of communal riots, then the entire political fabrics related to secularism and communalism will cease to exist. Slowly, the debate will be changing employment, development, health-issues, education and infrastructure. Whole ethical discourse will ignore agents who exploit religious sentiments. Price rises and inflation are core issues which directly affect the mindset of the Indian population. It affects budget of citizens and many a time destroys household cost and expenditure balance due to rise of inflation. Due to the advent of crony capitalism, few corporate houses override existing rules to plunder natural assets. With the blessings of little political masters such mafias of crony capitalism monopolies in acquiring assets and discourage competition and healthy growth. The new government should introduce transparency and prompt persecution of mafias in graft charges. It should create an effective mechanism in procurement through in-house checks and balances. All these decisions making should be followed by a time bound process and important decision making mechanisms must not be puzzled within departments to create room for corruption and unethical practices. 

During his election speeches, Modi has showcased what he is going to function as prime minister of India. He has promised for full-time electricity uninterrupted electricity supply to all households. Some theologians believe it is difficult to achieve, but those who know Modi as chief minister of Gujarat justifies this call. In Gujarat Modi has segregated consumer and business electricity supply. Business houses are required to prepare in house generation of electricity production. In most states, business demand for electricity overrides demand and for this there are shortages of electricity for consumers. Odisha is a glowing example of how commercial demand for electricity grows and slowly this reduces demand for consumer electricity. Few years back electricity is surplus in Odisha. With increase of industry they consume higher electricity and for this quota of consumer electricity reduced considerably. There are power cuts and power failures. On the contrary, in Gujarat there is complete segregation of consumer and business electricity needs. Business House has to perform corporate social responsibility by producing electricity and giving back to consumers. In this way, electricity is never been in deficit and people enjoy uninterrupted power supply. Gujarat model of uninterrupted power supply is derived from both private and public participation. In this way, institutions should be reformed and work in accordance with writings of the Indian Constitution. 

Smart administration: 

The next biggest task of Prime Minister Modi is aimed at ensuring that the executive should work in its own spheres. In previous government, there are many instances where heads of ruling party override powers of executive decisions. He should promise executive must not override policy making and implementation and stop override basic functions of other constitutional agencies. Different elements of inelastic issues connecting federalism must be preserved through different constitutional attachments. Modi’s aim is to run India in principles of federalism through institutional mechanisms and restoration of tradition of communication between center and state. The entire center acts have to be reviewed particularly if they delegate and supersede powers of states. In this way, conflict and confusion among state and the center will be resolved and pave the way for smoother governance and proper administration at the grass root level. The consortium of state and the center should have licensing power over environmental clearances, investment proposals. All these need to be delegated to competent authorities in order to find a suitable approach for development proposals. In previous government, lump sum amounts put in charge to states through various welfare proposals but it lacks direction and proper auditing. In this way, many funds have been skirted out to middlemen and real beneficiaries have hard time in receiving tangible benefits. All these traditional bottlenecks which create impending delay and extra expenditure to exchequer need to be disciplined and the person with grafts charges whoever may be should be punished with iron hands.

Constitution of key ministries such as home and defense is right on the agenda of the new government and Modi would like to fit a proper minister who believes in hard work and keen eagerness to drive forward decision makings of his decisive mandate.

Modi deals firmly with terror activities and he would like to initiate strong anti terror law to fight against terror activities coming out from outside as well as inside. Naxal problem is a growing menace and Modi will like to create unanimity among different political parties to eradicate growing Naxal problems. On June 2, complete transmission of two states from Andhra will be formed; it is duty of the new prime minister to ensure seamless distribution of human resources, assets between two new states of Andhra and Telangana. Gujarat model of administration initiates newer measures which become real time inspiration for other states. Time-bound delivery goods and services bill empower citizen of Gujarat to receive time bound delivery of passport, birth and death certificates. There is a proper grievance redress mechanism for non-compliance with its provisions. All these bills give power in the hands of the common man and in this way most of the works at Gujarat become highly successful. In this approach, more than 40 lakh applications are entertained and completed. In this way, perception of the common people in governmental offices comes about radical change in Gujarat. Governmental organizations are much more efficient and transparent than corporate organizations.
