Forum is a generalised and more informal way of discussing issues wheras in Q&A you ask specific questions and get specific answers for that, you dont deviate from the subject.

forum is for discussion and Q&A is the section where one can get answer of a specific question and once you answer the question you cannot answer the same question again where as in forum you can discuss on topic as long as you want and earn more and more points.....

I think forum is all about knowing the viewpoint of others, not about asking something to someone unlike in question and answers section you can ask a question and others are required to provide you with the specific answer.
