Well, for what purpose you need it?
If it is for downloading windows OS from pendrive, then checkout this Microsoft Link .. It will help you to create one.

Open the Command Prompt. You have to run Command prompt as an Administrator. Right click on it and select RUN as Administrator.You may need to enter the Administrator Password.

This method will create a USB drive that is Bootable. You can copy the contents of an operating installation Disc on to the drive to create a portable installation Drive.

This method works in Widows Vista 7 and 8.
