In information technology, a protocol is the special set of rules that end points in a telecommunication connection use when they communicate. Protocols specify interactions between the communicating entities.

Set of rules are called protocol in technical terms. For instance take the road. You have a protocol there which says you can drive one side of the road if you going on one direction. When you see red light stop and go when you see green. these are protocols. Similarly computers also have protocols that manages the communication.

Wherever there are certain guidelines or a process of steps to be followed, then it is specified to be a protocol. The usage of protocol varies depending on domain. While in networking the various layers are assigned referred by different names of protocol, in US the word protocol refers to the application form for researchers i health domain. Going by the proper meaning, it is just a set of rules.
