I think dairy farming is the best one, yes it is required little investment but it is not much and output can be really great if someone manage it well.

Investment for any business depends on nature of business. Investment which is enough for one business is not enough for other business. Any business which is associated with any professional qualification can be started with small investment. If you have qualified surveyor you can start your business with small amount.
