What is civil society?

Recently Government negotiated with a Mumbai based NGO for drafting Lok Pal Bill. Now that group is blackmailing parliament and government for accepting their draft as it is. Hence the question arises whether any particular NGO can claim itself as the whole Indian society and Govt.also recognize this.

The definitions for civilian is gives only one meaning. People are not in the government activity is called civilians. That means, ruling people, and people working in the government service are not civilians.

Civil society is the aggregate of Non- Governmental organizations and institutions that manifest interest and will of citizens.
