This is a very long and broad tutorial, hence must follow the steps in the correct order.

Procedure:

A.) Creating an effective Background:

1.) Open a new document with width and height - 500px. Create a new layer filled with Background color as WHITE. Once the color is filled, right click the layer and select- Blending options and make the following adjustments.

a.) Drop shadow settings:

Blend mode- Multiply

Color- Black at Opacity- 75%

Angle-120 degree

Distance-5px, Spread-0px and size-5px

b.) Inner shadow settings:

Blend mode- Multiply

Color- # 58a83f at Opacity- 100%

Angle-120 degree

Distance-30000px, Choke-0px and size-0px

Contour- Linear and Noise-100%

c.) Gradient Overlay settings:

Set the Blend mode – Normal with opacity as 100% and style used as ‘Radial’ with angle-90% and scaled to 100%.

The Gradient is custom made. Select a bicolor gradient divided equally for two colors. Set one color as   # 46e57e and the other color as # 053145.

This is how the background will look like.

B.) Creating Petals for the flower:

1.) Create a new layer and use the fill color for petal as # bdc40b. Use the Pen tool, click on the area so that a pixel appears and then click near that point but this time do not take your finger away from the mouse but hold on and drag so that a curve is formed. Next, click near that point. Use the pen tool to form a perfect petal shape. You should have something like this. (Do not mind the color)

.flo3

2.) Now make Four copies of this petal. Select each petal and use Transform Tool to first > rotate the petal and second >  use warp tool to give a good flow movement to the petal. The following is an example for one petal.

flo4

3.) Select all the petal layers and make a group. Keep this group for future reference. Duplicate the group and hide the original. Next, we need to add some minor color effects to the petals. This step could have been done after step 1 above and then make copies but it would be Best if manually added to individual petals.

  • Use Burn tool with solid brush- 19, and range set to- shadows and exposure set to 50%. Brush this tool inside the petal and around it (not the whole petal).
  • Use Dodge tool with solid brush- 30, and range set to- Highlights and exposure set to 50%. Brush this tool inside the petal and in the middle (not the whole petal, and leave gap for the original petal color to be visible).

Hence, three color modes will be visible- dark, original, and bright shade like in the following image.Do the similar procedure for all petals.

tool

4.) Next, instead of having plain petals, we can add some extra to it.

Select the custom shape tool and use the shape- Ornament 7. Make four more copies to be placed on all the petals. Select each shape and first > rotate them and second > use warp tool to fit perfectly on the petal (to have the same flow as that of the petal).

Make a group out of these designs and duplicate the group and hide one group for future reference.Place the patterns on all the petals.

5.) Having just five petals may not be fulfilling, so lets duplicate the above five petals. Now we will have 10 petal layers. Selecting all the latest duplicated five petals, use transform tool to rotate so that their position does not disturb the original petals. Once positioned, send them back so that they are only partially visible. See the following image for guidance.

C.) Applying Effects for Front Petals:

Image with effects:

front_petal

  • Use, Filter menu > Filter gallery > Artistic > Dry brush for the petals present at front. Apply this to all front five petals.

Adjustments - Brush size >2, Brush detail > 8, and Texture >1.

  • Use Blending options for adding glow to the flower

a.) Outer Glow settings:

Blend mode- Screen

Opacity-100% and Noice-0%

Color- # 878773

Technique-Softer and placed at Edge.

Choke-0px and size-3px

Contour-Linear at range-10% and Jilter-0%

b.) Inner Glow settings:

Blend mode- Screen

Opacity-100% and Noice-0%

Color- # 626257

Technique-Softer and placed at Edge.

Choke-0px and size-7px

Contour-Linear at range-47% and Jilter-0%

After applying the above blending options, right click the layer and select, copy layer style and place it on ALL the TEN petal layers (even the back petals need to glow).

D.) Applying Effects for Back Petals:

Image with effect:

back_petal

  • Use, Filter menu > Filter gallery > Texture > Grain for the petals present at back. Apply this to all five petals present behind.

Adjustments - Intensity > 40, Contrast > 50 and Grain type > Regular.

  • Blending options:

Besides the above blending option- inner and outer glow, we add one more option- Drop shadow.

Drop shadow settings:

Blend mode- Multiply

Color- # 003399 at Opacity- 75%

Angle-120 degree

Distance-17px, Spread-0px and size-0px and other options at default. Use this drop shadow ONLY for Petals present at the BACK. It should look like this.

shadow

E.) Effects for the Design placed on Front Petals:

Image with effect:

petal_pattern

  • Use, Filter menu > Filter gallery > Texture > Stained glass for all the five designs.

Adjustments – Cell size > 8, Border thickness > 4, and Light intensity > 3

NOTE: Set the blend mode of these design layers to – ‘Hard Light’ and reduce the opacity to 97%..

F.) Creating the middle portion of the Flower:

Image with effect:

brush

Use the Brush tool and select brush- Fuzz ball of size 192 and color used is- # ba16a5 and click FOUR times( to make it look strong) in the middle of the flower where the petals are joined.

Now use the blending option > Gradient Overlay

Gradient Overlay settings:

Set the Blend mode – Multiply with opacity as 100% and style used as Radial with angle-90% and scaled to 150%.

The Gradient style used is the available- Blue, Red, Yellow gradient.

G.) Border for the image:

border

The image is almost complete. Instead of having plain background, we can have a Border for the image. For this, use Rectangular Marquee tool and select around the flower and use Select menu > Invert to select area opposite to selection. (Note: make selection when the Background layer is selected).

Once selection is made, press CTRL + J to copy the selection to a new layer. Make the following adjustments in Blending options.

a.) Bevel and Emboss:

b.) Satin settings:

Blend mode- Multiply

Color- Black and Opacity-50%

Set the Angle- 19% and distance is-11px with size set as 14px.

Use the ‘Gaussian’ contour option and select the ‘Invert’ option.

c.) Stroke:

The stroke Gradient used is – Reds.

Similarly, you can add various effects and combine to get a better look. When asked to rasterize shapes, click ok. Hence keep enough copies to not regret in future. The layers should be in following order. I have grouped the content to save space and avoid confusion.
