Child education and an act.
Our country has a basic act named “The right of children to free and compulsory education act “. But unfortunately many children do not get the merits of this act. The act is introduced but it has many gaps. I want to discuss some causes here.
First does the act provide free education? It is free in Government school only, not in private. Now a days in town, even in villages the number of private schools are more than Government school. There is also seat limit in Government school.
Second there are many differences in syllabus between Govt. board and CBSE or ICSE. The act should provide a common syllabus between all. There is no common school system also.
Next the act does not provide the scope of improvement. Govt. provides and sanctions some money for the govt. school, but these are not sufficient to provide good education system and also good teaching staff.
Again one complementary clause was added for disabled children. But there is no scope to get free education in anywhere in the primary bill for disabled children. Yes it is said that they may get help when they will face any obstacle, but there is no guarantee of it. Now a day Para teacher concept is also introduced. They do not get sufficient honourium and no scope to improve them.
The act provides 25 % reservation for backward and disabled children. Most of schools do not maintain this rule. There is no committee to look after them.
Schools specially private schools collect too much school fees from students. There is no law provided in the act to control it. The act says, “It should be declared in the notice board in the time of admission that how much money will be charged.” There is no control, so schools collect fees in term of capitation fees or building funds or development fees. Many poor want to give their children a proper education but they are disabling to pay such fees.
So where will we go? There is long gap between rich and backward people. Govt. should look after this. Our central and state government has a unique ministry for education. They should provide actual facilities and our country will prosper with actual education
