Some people, usually have dry skin genetically; but, there are some, who does not have, this genetically. This 2nd type of people, have dry skin because of 6 habits, which they are not avoiding, to get soft skin.

Yes, try to maintain proper covering of your skin; with warm clothes in foggy winter because exposing your skin to foggy weather of, winter may dry it and deplete moisture level of it.
