Voters retaliate in next elections if promises are not fulfilled at least partially. If leader fulfills promise,. his voters do not mind corruption. Moreover, people are more impressed by fulfillment of personal promise- lawful or unlawful. For example, if somebody wants agency for petrol pump and .the leader helps him, the voter will be happy and also canvas for him.
