    Yes. employees should treat it as a restricted holiday. This provision is there in all the central government offices. And as you said the number of National holidays should be cut. to minimum. Productivity in production industries like steel industry will suffer due to so many National holidays.

Also, if a weekday is a holiday, private orgs make people work on Saturdays to make up for the lost day.

    Not all the government employees enjoy the holidays. Take for example a government owned Production unit like a Steel plant cannot afford to close the plant. Its a 24 x 7 production unit. In such cases government has a provision for "Restricted Holidays." It means only a few employees who inform the management well before are eligible for a Public holiday or a festival holiday. Others have to work.
