In a similar manner, all the places prone to earth quakes should devise a way that keeps the loss of men and material to the minimum.

It is a well known fact about the places which are prone to earthquake and those places need to take precautions measures and certifying authorities on building structures should take stringent measures against large building houses.

It's a well known fact of course. But how far these facts are being implemented? 

It is no where, even in my place which is under earthquake zones, rampant cement structures in terms of hotels and others due to rise of tourist which exploited natural resources to optimum level must have been damaging the ecological balance to a considerable extent.

Undoubtedly there is no implementation. There is a gap between cup and lip.

They don't follow the rules and they pay for it. Most of people lose their lives because of collapse of buildings only.

 The cause for Himachal pradesh tragedy is man's negligence. None of the governments are serious in implementing Diasater Management.

 

 

Development brings money and employment, even people also did not support it, nevertheless, it is important to back to basics while creating town planning.

Development and livelihood opportunities can be balanced with proper balancing activities like Tree plantation and Rain harvesting to name a few.
