Yes it differs from state to state. In states like UP people are more orthodox and agitate even if some scenes although passed from cencor but things are different in Delhi.

This aspect of variations about culture and beliefs are entirely taken care of by the Censor Board, It is only after ensuring this condition the Movie will be allowed to Screening.
