There is a sort of war in Delhi. Kejriwal C.M. has directed that no officer should directly accept any order from Lt. Governor. All orders from Lt Governor must be first produced before C.M. or concerned minister who alone is competent to take decision. The battle between C.M. and Governor is taking ugly turn.

Kejriwal appears to be on more solid ground.  He is responsible for running government. so it is natural that all officers and staff of Delhi get command from him and not directly from Lt. Governor, whose direct interference  is not something that could be appreciated.

I do not think so, Delhi is not a full state and no where in the world national capital territory has full state hood status, it should be more under central government, In US, UK, France everywhere, as according to constitution the elected government should act. otherwise there would be stalemate.

First of all even the powers of Delhi 's CM and the Lt. Governor are not well defined. But the center can intervene on the complaint of Lt. Governor about a violation or irregularity.in the system.

Most of all it is clearly lucid and bright every appointment decision to be taken by center, in NCR of Delhi, and LG acts on behalf of center. Kehriwal and ignorant medias have no knowledge about this,

Constitution says what I have written above in this thread and law is such so why this drama I could not understand, if they have majority rules it, why so importance given to appointment of secretaries.

Both claim that according to constitution they are right. If both are right why this Stale mate????Only one can be right.

I am talking about what constitution says, as there is no way appointment power rests with NCR Delhi, it is with home ministry through Lt Governor and Lt Governer acts what home ministry says, AAP should have known this as there are learned person or shows them as such.

Not only you I said both the parties claim that they are right according to constitution. What is right or what is wrong will be settled Dispute settling authorities. The important thing is to break the stale mate.

Sound management requires that nobody should be under two bosses. Ideally, C.M. is the boss in Delhi.  The Lt. Governor has power but that need be exercised by interaction with C.M. and not by bypassing him.

Lt. Governor took the issue to the president today. His verdict is awaited. Let's wait what Rashtrapati says.
