Freedom of speech as a fundamental right is not absolute for any citizen and it is all the more circumscribed in the case of civil servants.Talking about neutrality of them our common experience has been that exceptional trait is displayed by a few honorable of them!!

Yes in view of the security of the country and the possibilities of leakage of vital information, Armed forces are not permitted to have an account in  any Social Web site. This applies to all Civil servants.

 True Anil...lately there are many reported cases of ISIS handlers and recruiters who have influenced a number of young men to join ISIS. Another pertinent point is that expressing oneself over a social networking site such as FB is still not really professional or can even be claimed as a fundamental right. Such sites are mainly used for business or leisure purposes and should be treated as such. It is usually seen that people go overboard when expressing their opinions about religious or political issues, or posting about their own personal whereabouts, where they are, who they are with or what they doing etc. etc. on a digital platform. Such information, especially when coming from military personnel or government officials can be taken advantage of. So there should indeed be restrictions on people serving in specific roles.

I remember a time in the recent past when a few friends would post hate speech and videos through my time life on Facebook..Of course I deleted them from my friend list and also changed my privacy settings. When there is hatred and an intention to create hatred among others some people go all out without any ethics or shame !

A government employee is an important part of the administrative mechanism. He is supposed to be politically neutral and perform his job in accordance with law and departmental rules/ instructions. He is not supposed to express any political preferences- likes or dislikes. A govt. employee cannot even frequently attend public meetings of a particular party. The only right that a govt. employee can exercise is right of vote. But even then he must not indicate to others how he voted.  

This is what is contained in conduct rules.  As long as one is in govt. service, it is necessary to observe political neutrality for sake of smooth governance.

freedom is not just  a right but responsibilities too.                                                                                                         

 

 

that means when we get government jobs, we should become reserved.
