It is seen that election commission comes with a model code of conduct that affects governance in states as well as center. Elections are held almost every year in some state or another. While model code of conduct may be okay for concerned state and also center when parliamentary elections are announced. But will this not play havoc with central government administration if election commission restricts the center every time an election is held somewhere. If so, center will be crippled all the five years. This is with reference to election commission interference on cash subsidy by center on eve of Gujarat elections.

I think what the election commission has done is right because congress would reap the benefits out of it and it was announced just 5 days before election was announced which means the UPA government already had knowledge of it, nothing can go forwards without the knowledge of the Pm and Sonia Gandhi...

Election to one or the other state assembly go on. There are elections every year. Should Union Government just remain idle for sake of holding 'free and fair' polls and remain crippled. In a quasi federal set up, as India is, Union and states are separate and there is no reason why holding of election in a state affect working of union. If this plea is accepted, there will be total inaction in center and may be states also.
