Of course it depends on the family itself. But let me point out that a woman does not manage only the  kitchen but the entire household.

It's not about wisdom in this case but the government is trying to increase the role of the women in this country. I don't understand what is the objection if women can go to buy the goods from ration shops they cannot be named as head of the family too. Probably they are not sure which of their multiple wives to be named as HOF :)

Government's intentions are obvious. But, is it possible in a male dominated society like In India?

It's very much possible provided our governments do not succumb to unnecessary pressure coming from one particular section of society. They sure  fail to resist pressure and give up all their policies.

If the Govt. can overcome the pressures, I'd say it's a commendable achievementmfor the Govt.

Our governments bring good schemes but we ourselves bust them before these take off. We are a hopeless case really.

it is not understood as to why fringe elements are taken seriously by the learned. that bestows a sort of legitimacy on them. it is best to ignore them into oblivion.

You cannot ignore 300-400 million people besides the ration card making process is suffering badly including mine. I want a solution as soon as possible, either government should come to its knees (as usual) or they should be dealt firmly.

The ideal thing would be to deal with the situation with an iron fist. No compromises whatsoever .
