    For creating personal website/blog just go to www.blogger.com and sign in with your gmail id and create a new blog,than choose template and add content in yourr blog than go to www.co.cc to get a cool free domain to make your URL shorten.

    Another way you can go for www.wordpress.com for making a good personal free website.

    For paid site,You have to buy a domain name first like .com,.net,.in,.info etc than have to host it on a hosting site,you can go for free hosting also,i reffer you www.freehostia.com, It's a very cool and all time up server.
