Many says writing skill can be developed by reading? I don't understand it.

Reading and writing are two sides of the same coin. You read what has been written by some one. What you write is read by some one. Beginning is made by reading. The best technique is to read some simple paragraphs and then copy these in your writing. Thus you will develop writing practice. Mere reading is not sufficient. First read- then copy- then write in your own words. This is the technique to improve writing skill.

Thanks for your good advice.I will try this method.I read less and write less.Here I think I have both opportunities.
In order to pick up writing skills one must have the patience and willings to work hard.By merely reading goods works of good authors one may not succeed in this mission.It is absolutely necessary to have a reasonably sound grasp of grammatical concepts and a sound vocabulary to make good progress in this direction.
I think that the practical approach will be (1) Read at least one page from a good text or editorial (2) Note down the difficult words and consult dictionary. (3) read aloud a paragraph (4) copy a paragraph (5) Write in own words (6) Let some experience person check the writing and suggest improvements. I hope following these steps and advice of Chinmoy will be very helpful.
