Best method to reduce resolution of a picture for posting in articles?

I use Samsung camera for taking pictures. You know, maximum 100MB is allowed to attach pictures. But I am not able to reduce its resolution very much. So it creates problem for me, if I want to upload 2 or 3 photos.
Which mode should be used to take photos, to be used for web pages? Is Microsoft outlook the best method to reduce resolution of pictures?

    Take a print screen and scratch photo again then save it with new name your photo size will reduce this way.

    just open photo take a print screen using button print screen then paste to paint brush software then save as jpg file it then check size . its simple to understand.

    Sandhya in forum 100 KB is allowed not 100 MB.
    I am telling you another process,this will help you to use in web or mail also.
    Open the picture in windows picture manager and there in right side re-size option will be available. Under re-size you will get various option. Just choose and click OK.

    Sandhya there is a software called Irfan view you can resize the pictures in that software.
