I agree with you. Both the contributors and the Administrators should always strive for moving the "Quality" from GOOD to BETTER and to BEST. In that respect, I should admit that we are on the very right track. And it goes a long way.
Articles with poor or wrong titles need to be rejected. It develop a wrong impact on this si.te. If title filled with grammer mistake, we cannot imagine about body of article.


I don't think that any article needs be rejected for some mistake in title. Editors can always edit the title and article. If the contents are good, article needs be published and grammar corrected. However if the grammatical mistakes are too many, article can be rejected with direction to resubmit after corrections. Title itself is not difficult to correct.
