Actually, Right to Information act applies only to organizations that are departments of government or bodies under government. Political parties may control government when they get sufficient number of MPs or MLAs elected. But they are independent of government. Under Right to information act, the concerned entity is under a state government or central government- named as 'appropriate government'. Political parties are not under any appropriate government' as such. The Information commission gives the argument that- 'Election commission' is 'appropriate government'. This is most ridiculous as then statutory bodies like C&AG, Registrar of Companies may also be termed as 'appropriate government'.

Another point is that political parties are associations of individuals committed to certain ideology. These are not creation of government. Parties like Congress, BJP (former Jana sangha), CPI, CPI(M) were not established under government. They also do not receive funds from government as wrongly stated bv the information commission. Getting accommodation on concessional rent is not public funding.

However, some sort of control is necessary on all organizations that are large bodies in which public are interested. Corporate sector is also such but that cannot be brought under RTI. Any member of public can get information on payment of prescribed fee from Registrar of companies. Similarly, political parties submit all their accounts and necessary information to election commission. any member of public can get desired information from election commission, who is under purview of RTI.

Howsoever good may be the motive, no authority including Information Commission is justified to go beyond law and jurisdiction.

I think this means 'limitation'. every authority- executive, judiciary, legislative, quasi judicial has some rights and some limitations. all need do their best but within the well defined limitations. If limitation is crossed, havoc arises. We saw that crossing 'maryada' (limit) by ocean led to Tsunami. similarly, crossing 'maryada' (Laxman rekha) led to kidnbap of Seetha and consequently the Rama Ravana war.

Information Commission has decided that the recognized political parties are liable to give information under the RTI Act. This is likely to be opposed by political parties who already give information to Election Commission.

Political of India who don't like to see faces of other is now one on this issue. They can be amend this rule is parliament.
Jaitley has opined that more than political parties, it is necessary to bring media and NGOs under RTI. The govt. owned media is already under RTI. Private organizations cannot be under this act. As regards NGO, there are some NGOs who receive grant from government. It will be okay to bring such NGOs only under the Act. But there is no sense in bringing other NGOs not receiving grant from government

No wonder. I expected it. Now there won't be any opposition to pass the ordnance.
Government does not seem in a hurry to contest the order bringing the six nation level recognized political parties under RTI. However, most political parties have not yet complied with RTI requirements. Only the Communist party of India has disclosed source of revenue to the concerned person seeking information with promise to place the information on website. Howver, party has claimed that RTI is not applicable and they will not disclose the internal discussions.

Our political parties must lean to obey the harder way if they do not want to obey rules. If they do not follow instructions immediately their recognition should be suspended.
