This is aboout the insurgency that took place in the 1990s when Manmohan singh was the finance minister and giving cash rewards for killing the sikh militants and later shielding and protecting the members of his party who had instigated violence against sikhs in 1984..

I don't think it has much of a legal value. Any one can pay $350 and file a case in that court. We should not expect that they are going to arrest him and put behind the bars.

Of course not since there is no direct involvement ! I have a feeling that it is being done as a process of continuation, the same as before when Sonia Gandhi too was served a summon regarding the same issue ...

This is not just a matter of involvement. The courts in U.S.A. have absolutely no jurisdiction over offences committed outside territory of U.S.A. They are just getting crazy, funny, ridiculous.

Just been confused with legal system of US courts, there one can file any case with a mere amount of money that does not fix to approve that, any one can make case against prime minister of India,

The courts in U.S.A. have to go by international norms and refrain from accepting complaints on issues outside the territory of that country. No country including U.S.A. can make law that compromise with sovereignty of others. We have no concern how their courts work as long as they do not meddle with what goes in India or encroach upon jurisdiction of Indian courts.
