The criminals especially those in uniform are let off just because of negligence of CBI and other investigating and prosecuting authorities. even supreme court is helpless spectator in such cases. Former Police officer Rathore, accused of abetment in suicide and molestation of young school going girl gets relief from Supreme court. This is nothing but failure of investigating agencies to probe properly and come with acceptable evidence. see the link:

    The high officials, influential businessmen and mafia can always escape because of money/muscle power and links.

    what is notable is that Delhi and Mumbai are most notorios places in India. Women are safer in Bangalore, Hyderabad, Kolkata, Trivendrum, Chennai and whole of North East. Even Bihar is far better than Delhi. Hope, Delhi Government will rise to the occasion.
