The people of the state are not responsible for backward state. The concentration of industry at a particular place depends on political, geographical and state policy. The youth can only acquire skill to the extent possible and then avail whatever opportunity is available in own place or elsewhere.

Some places have more employment opportunities but less skill. Other places have more skill but less opportunities. We must utilize all material, potential, manpower and skill to best advantage of the nation without falling pray to narrow considerations.

Even in business, you may see that marwaris have natural talent. The entire world needs their talent. So they migrate everywhere. It is said- Laha na jaye sawari vahan jaye marwari (A marwari goes even where no vehicle goes). Let us not envy them.

Incidentally, I only referred to demand and supply of skill. Mumbai being Financial capital has to attract capital and skill from everywhere. The Financial Capital of India cannot be considered as a regional city only. Mumbai belongs to all Indians.

Many people think that there are more opportunities in Mumbai than in UP. Could be the reason for their migration to Mumbai

Mumbai is the financial capital of India. It is natural that the high managerial posts in corporate sector invite talent from all places even abroad. But it is not good to see people going to Mumbai even for petty jobs.
