Why are groups in Community Section not that Active??

I was going through different parts of the web-site and I have noticed that Groups in the Community section are not that Active.
What is the main reason behind this??

    At past some members are very active in communities. They are not active now.

    More emphasis is on polls and forums. members are more interested in earning cash and points. May be polls, forum and reading articles fetch more points and cash. Moreover, community is close group, whereas forums give more exposure.

    I had also created one community and member of some communities.But here they are good for nothing.To make them active some contest based on them is to be introduced.

    Ask the community members to write 100 words about that community.All those who reply may be given 25 or 50 points.The best article may be given first (Rs 100), second(Rs 50) and third price (Rs 25).One may be a winner in more than one community.He/She may be given an additional cash price also.Also the creator of community may be honoured accordingly so that creator also try to make it lively.

    I got your idea. However, to monitor all these, I need a help from a community member who does not want to participate but want to organize such an event. This would really take some time and effort. I am ready to give few credits/points to the member who wish to contribute his effort(negotiable, ping me :) )
