You can create and set an invisible cursor theme which is a partial solution.

By changing the server resource Xcursor.theme and change the xsettings which only seems to affect Gtk+ programs.

It is a program function from Xlib

XDefineCursor(display, window, None);
--> set the 3rd argument to this Xlib function to None will disable the cursor
