Yes, they are not limited to men alone. And in some cases intentional . Both sexes use this ploy, which is appropriately named in Hindi as "Emotional Atyachar."

Emotions directly influence the heart. If a beggar begs for alms, he fails to get food. Where as if the same beggar begs for alms holding a child in his or her hands, there will be a spurt in income.
Hiring children to the beggars is a thriving business.
