Various organizations including Maoists and SIMI are banned. Yet these organizations function by regrouping themselves. Once even R.S.S. was banned.

It is easier to fight the cross border terrorists than the internal disturbance caused by anoy organization.

SIMI is an internal Indian organization. It is necessary to fight the fundamentalist and communal tendencies politically rather than merely treating as law and order problem and banning the organization. There is a report that SIMI is functioning by regrouping under new name. see the link:
