You have answer of it in your question itself, public is the rightful owner of public money and why we are being treated shabbily? For two reasons
1- We do not follow our rights properly
2- We know only one side of our proper rights but we forget our duties involved in a democracy

The major problem in India is illiteracy of the masses and a lack of political awareness.Otherwise can you think of any other nation where peole vote those who provide them with a couple of packets of toddy or country liquor? A little higher up it is currency notes !!! A literate and politically aware person can never be persuaded that easily and will never let he politician behave in such a high handed manner, least of all misuse the money that is meant for the public ...As a nation we are nothing but a bunch of political illiterates being taken for a ride again and again by the corrupt politicians ...

We had seen Sukh Ram, union minister of Telecom and also later some ministers and politicians in 2g scam. There is system of continuous audit by Comptroller & Auditor General who submits report to Public accounts Committee of parliament. There is also CBI and various investigative agencies. Thus there is system of check and balances. Also the opposition in parliament and sdtate legislature is always there to point out any shortcomings of administration. These checks work. That is how various scams periodically come to surface and some action becomes necessary. But as moral character of people- not only in politics but in every walk of life- is at very low level, corruption and other malpractices continue despite law and other checks.
