In India union government and some state government are of different political parties. But it is very common when union government give some funds to state where government is of opposition party leaders of union government evince ehsan that we give funds to the state. Money which is with union government is also money of public. Each and every state have right on it. Leaders and political parties not give any money from his pocket. than why they claimed that we give it.

Well, it is the case of powerful being the shot callers, the ones that hold power say what they like and others have to follow it. So is the case with public money and also the fact that we as public, do not demand better treatment and just go with what the politicians say!

The public money cos from taxation. Some taxes are central and others state or local bodies'. The taxes like Income Tax, central excise are divided between center and states according to basis decided by Finance commission appointed periodically. This is not arbitrary. Some state governments mismanage or may be other reasons, need more funds than can be allocated according to finance commission recommendation. Hence central government has to take a decision taking in view interests of entire nation. Some state governments do not observe fiscal discipline and overdraw what is due to them. Consequently they face problem and blame central government for non cooperation.

You have answer of it in your question itself, public is the rightful owner of public money and why we are being treated shabbily? For two reasons
1- We do not follow our rights properly
2- We know only one side of our proper rights but we forget our duties involved in a democracy
    The result -
    we get what we deserve
A bad governance who misuse our money.

How else you can express? a cashier does not hold cash. But when he makes payment, he says that he is paying. Others also say that they receive cash from cashier. Public owns the cash of government but will operate only through government machinery.

But a cashier could also be dishonest or corrupt. That is why plan for detecting frauds is necessary.

The major problem in India is illiteracy of the masses and a lack of political awareness.Otherwise can you think of any other nation where peole vote those who provide them with a couple of packets of toddy or country liquor? A little higher up it is currency notes !!! A literate and politically aware person can never be persuaded that easily and will never let he politician behave in such a high handed manner, least of all misuse the money that is meant for the public ...As a nation we are nothing but a bunch of political illiterates being taken for a ride again and again by the corrupt politicians ...

Pay no mind to those who talk behind your back, it simply means that you are two steps ahead !!!

We had seen Sukh Ram, union minister of Telecom and also later some ministers and politicians in 2g scam. There is system of continuous audit by Comptroller & Auditor General who submits report to Public accounts Committee of parliament. There is also CBI and various investigative agencies. Thus there is system of check and balances. Also the opposition in parliament and sdtate legislature is always there to point out any shortcomings of administration. These checks work. That is how various scams periodically come to surface and some action becomes necessary. But as moral character of people- not only in politics but in every walk of life- is at very low level, corruption and other malpractices continue despite law and other checks.
