Anything that matters is an issue. You may know the solution even before the issue arises. An issue is a small matter. A problem is a big matter. Forgetting to take lunch box to your office is an issue. But losing job is a problem.

When we talk of social issue, we mean all topic that matter to the society. But when we do not get any answer to an issue easily and this is very urgent, this becomes a problem.
