Some are poor to report in police,because after reporting case with carry on in court, and for that they don't have money. Some people don't want to ruined in their social culture,so they avoid to report. Some due to fear,because the person who has done such acts worned them,not to report ,if they will do this, they will kill their family. Many reasons are there. Some avoiding may carry them to attempt sucide because they think the last option is to just kill themselves.

For minor offences, one may not report. One reports generally in major offences like rape, arson, looting. The police and court proceedings require time and money. The major reason for not reporting is avoidance of expenditure on police and court proceedings and loss of valuable time.
