One rule is very clear that during working hours that is from 9am to 9pm they cannot deny you. If he denies you can pull him to nearest police station sitting in the same taxi/rickshaw. This rule prevails in Mumbai.

As most of us do not know this rule we make a mistake of asking the driver. Next time dont ask the driver just sit inside a taxi or rickshaw if it is standing idle with meter up.

If he denies just pull him to the police station. This is a real experience of one of my friends and believe me police deal with matter very seriously.

So just do it dont ignore it. If in entire city at least 50% of people start doing this their habit of saying no will automatically reduce to zero for sure.

The taxi and auto drivers must take you to your destinations. Some are licensed to run between fixed places. They can go only to those places. At Agra, we have fixed routes as well. You may travel from any point to another point on the same route. They cannot take more than four in the auto. But usually, they do not follow rules. Overcrowding and overcharging is common.

Well from the above discussion one more point comes out that there is huge disparity as to minimum fare and the rules. I think the rules should be centralised all over the country with strict punishment to the culprits.
