Bug in IP Blocking Software?

I was posting a comment(given below) to the poll
http://www.boddunan.com/polls/viewpoll/polls/3025-which-type-of-education-is-best-.html .My IP address got blocked.There was not even a single window opened at that time except this poll and poll list.I think there is some bug in IP blocking.Due to the problem I couldn't comment more today.

The comment I tried to post is -
Here all have voted to regular course.It is best to those who gets admission.But those who do not get admission distant education is best.Also to workers part time is best.

    Are you using dynamic IP address? It could happen sometimes if your ip is given to some other member. But this is a remote possibility.

    Another possible thing is if you write somewhere and copy paste it, the editor will mark you as spammer. Ofcourse for single or few copy-pastes it will have no effect, but if you do copy-paste many times, it will mark as spam.

    If you get that warning next time, simply restart your router, if you use dynamic IP address.

    I am not using dynamic IP address.Also I types comment in the comment box below the article.Still how it occurs?
