If your making free website then there is no need of designing the site.
IF you are booking a domain by purchasing then you need to design the site but before designing you need to purchase internet space also as it can be done by webhosting. you need book this also . this also can be done by Godady.com and many websites are available. The domain names cost will be according to their extensions like.com,.uk,.edu, .gov etc.
After designing the website , you need to develop it. then only a website is perfectly created.

free bogs can be made very instantly...only thing is that you need to have an email id for confirmation. For a paid website, you need to buy a domain name from a web host.....the time taken depends on the provider of these web hosts.
