Government has to take the responsibility in such cases. Either they don't give license or make sure that the institution provides quality education so that students can clear exams comfortably.

There is one such college here in India in Orissa where no student has ever passed out so far, of course there are reasons ... A distinction indeed !

It seems that government of Orissa and parents of students both are sleeping. Here is Rajasthan it is policy of government to pass all students up to 8th standard. It enough for student if they copy question paper in answer sheet. Jai Ho

The problem is, who in the government is ready to shoulder the responsibilty ?Every rule is there on paper in black and white but none of them is being followed and that is the greatest tragedy of this country ! When a common man tries to get justice they throw every rule book possible at him to create more hurdles ...

Pay no mind to those who talk behind your back, it simply means that you are two steps ahead !!!

I dont agree with this. This rule will be misused by the students.

It is true that the government does bear responsibility of such issues but the parents and students also should demand change in such conditions. As students they have a basic right to demand proper teaching facilities and good teachers.

Exactly! Government will not take any step unless there is opposition and demands from the students and the parents.

Even when there are rules prohibiting copying, Mass copying is rampant. If there is a policy allowing copying, then Teachers themselves will answer the exam papers.

There is no such rule that allows copying.
