A government employee is an important part of the administrative mechanism. He is supposed to be politically neutral and perform his job in accordance with law and departmental rules/ instructions. He is not supposed to express any political preferences- likes or dislikes. A govt. employee cannot even frequently attend public meetings of a particular party. This is what is contained in conduct rules.  As long as one is in govt. service, it is necessary to observe political neutrality for sake of smooth governance.

You are right sir but how many employees are following code of conduct. Here in my city collector said to some persons, What congress give you, Madam, (CM of Rajasthan) Completed sugar mill with in 12 months. These are words of DC.

Unfortunately, state govt. employees are being misused by ruling parties.  The employees quickly switch their loyalty on change of ruling party. In U.P. also, police and other state govt. employees are used by the ruling party for partisan ends.  But the moment some other party comes to power, the employees will switch their loyalty. For this, politicians are to blame more. Employees are just poor fish.
