    The proposal was nicknamed as 'misery tax'. Nobody goes to an hospital in his good times. A patient is already in misery and burdening him with service tax would add to misery. Hence, the proposal is dropped.

    No mystery as this is not secret. People going to hospital are in misery and hence this is misery tax.
