those who give the bribe should be punished first...every one has got a mentality of give the bribe and get the job done fat...this should stop........
Bribes are given for not wasting time. For example, I need to get my OD from JNTU. when I visited there and asked for it.They asked me 3000rs to give instantly. If i want it for less money it takes 2 days. If i want for free then it may take 2 weeks. So who will waste time. As I am not capable to pay 3000rs. so i waited for 2 days and paid him1500rs and got my ODcertificate
