Any number of Government's measures will not work, if the people blow out the safety precautions. Bus was driven by the bus driver. Not by the government.
The bus was no doubt driven by driver. But traffic contol at the railway crossing and provisio of gateman is resposibility of government. In case of unmanned railway crossing, the local administration can post some traffic police there to control traffic.
Though there were no barricades at the unmanned leve crossing, a man was posted. The driver ignored the signal shown by the man at the unmanned level crossing. It's purely an act of carelessness and negligence of the safety norms.by the driver.
