Incidentally, teens want speed everywhere- fast food, fast music and fast vehicles. That is why they need monitoring.

Heavy penalties should be imposed for speed driving and there should be counselling stressing on the fact, Speed thrills, but kills too."

As the teens are yet dependent on parents, they cannot be penalized. The culprits are parents and they need be penalized.

In this regard I fully agree with you. For most of the teenage crimes parents are responsible.
And the Indians aren't too far behind. Even teens here do more or less the same. Speaking on mobile while driving is a very common thing, that is related to someone being workaholic or someone who wants to look different from the crowd. Totally mad and absurd. They are bringing the lives of other people at risk as well.

And the law enforcing authorities stand aloof seeing the fun. There is a law against using cell phones and hearing music while driving. But who cares .

That's rightly pointed out. If the law in India was so strong and people were alert, the mishaps would hardly happen. Really no one cares :(

Unless there is a fear of punishment these offences will go unabated.

The fear of punishment is alright. But there are some 'items' that aren't even afraid of that. The young blood generally tends to be more careless when it comes to the use of vehicles. It is important that they be made to see sense that it is not only them but the risk to lives of other people as well.

And who do you think is responsible for this erratic behaviour of these youngsters ? Parents and wrong upbringing. Azharuddin's son died in a motor bike accident. Who gave the bike to the lad ? Azharuddin himself gave the bike which he admitted later and repented. But by that time it was too late.
