Both are entrance exams for getting admission in MBA as well as MCA(ICET. In case of CAT you can apply for standard universities including IIM's where as ICET is limited to AP. And regarding correspondence there are numerous colleges now a days which don't need either of these score for giving you admission in MBA. You can try writing CAT only if you are ready to join in standard colleges as regular student, it's not needed for correspondence courses. Some universities like PTU, Annamalai university, manipal etc offer distance learning try these.

It's wrong. ICET and CAT are on same level however meant for different section of people. ICET is applicable to only AP, where you can secure a seat in MCA or MBA in state colleges. CAT is national level entrance for IIMs and other colleges.

IGNOU MBA is not full time degree but it is part time.

I think Common Admission Test (CAT) is conducted by Indian Institutes of managements for admission to IIMs and Government managed institutes who use CAT ranking for admission to their respective MBA or PGDM programs.Where as ICET is an entrance exam conducted specifically for institutes in andhra pradesh. for admission into 1st year MBA/MCA Degree Course. column addition worksheet

But these days most of the "A" MBA institutes consider CAT score to get admission in them :)
