A country wide suggestion scheme will give opportunity to every one to give concrete ideas. Hope it will not turn into a complain center like earlier Janata Durbars.

After all, the public are same. We cannot prevent people from sending their grievances through the new portal.

There can be separate portals for the two.

Whatever you do, the people will act in their own way. If government really wants to get expert advice, it is best to provide for enrolment as member on the portal with full particulars about qualification and experience. Then those members alone would be able to give advice.

The moot question is will the suggestions given be accepted by the rigid babus and mantris. By past experience such initiatives are launched with fanfare and soon public forgets about them.

Actually suggestions by all and sundry without expertise are not comprehensive. These need be refined. That is why some restriction is necessary. Unless some eligibility criteria is fixed also reward scheme introdced for aceptd suggestions, scheme cannot work. The inexperts will give only half baked vague suggestions are grievances and will crowd the portal whereby genuine suggestions will be lost. .

Experienced person view is definitely needed but we should also investigate that the person will not have a link with the ministry or his relatives.

Is starting a portal an admission that the political class is bereft of constructive ideas and ideas are sought from people in the hope that some good idea can be picked up and shown as theirs.

Suggestions are alwas welcom. The government keeps track of newspapers and TV brodcasts to look for any constructive ideas. No doubt ruling party and bureaucracy are primarily responsible for managing affairs of government but it is okay to get good advice from any quarters. On budget, framing new law there is already procedure for getting peoples' suggestions. But ultimately government has decisive role.

Government has been consulting expert bodies and groups to frame various policies, as should be the case in a democratic system. But asking ideas from all and sundry may be stretching it too far and could at best be a good publicity gesture.
From what I read in the news link, it is clear that the portal is not just about submitting suggestions and grievances alone. It is built around more active participation from all, especially the youth and to give them a chance to volunteer for a number of tasks.

Read the below paragraph from the link:

The platform has been split it into two halves - Discuss and Do - to enable more focused crowdsourcing and collaboration. Besides allowing users to 'creatively' engage specific government departments, the platform has opened up discussions in six specific areas to begin with — job creation, cleaning the Ganga, boosting girl child education, cleaning India, skill India and digital India. RS Sharma, IT secretary, said citizens can upload documents, case studies, videos and work plans on the platform.

"They can volunteer for various tasks, which would then be reviewed by other members and experts," he said. Once the tasks are approved by experts, they can be shared with other members and worked on. The government is also working on a mobile phone application for mygov.nic.in. "While on the move, citizens will have the flexibility to take pictures from mobile and upload on the forum, report in-context problems and issues," Sharma said.

So this is not just an empty suggestion box but something fruitful will indeed come out of it, provided the participation is sincere and true and not just empty walk as happens in most social sites.
